The Plenary Assembly of the Central American Parliament (PARLACEN) approved the incorporation of the State Duma and the Federal Council of the Russian Federation as a Permanent Observer State to the Regional Legislative Body.
The incorporation of Russia as a Permanent Observer in PARLACEN will allow the Region to expand its international projection, with its support, also strengthens the Central American Region in global negotiating scenarios and also opens doors to a Cooperation on Security, Stability and Governance issues, mentioned the press release issued by the Government of Nicaragua.
Previously, the Vice-President of the Committee on Foreign Relations, Engels Pineda (from Honduras), presented the Report on the application for incorporation of the State Duma and the Federal Council of the Russian Federation as an Observer State, published the Central American power on the social network X.
Approval of “Request of 76 Members”
For its part, Nicaragua stressed the importance of the Central American Parliament adjusting its policies in accordance with the guidelines established by the presidents of the member countries of the integration system.
PARLACEN is a regional institution that seeks to promote integration and cooperation among Central American countries.
According to the information provided by the Nicaraguan government, the approval was given to the request of 76 deputies, after 4 hours of intense debate, culminating in the incorporation of the Eurasian country.

PARLACEN, or Central American Parliament, is a regional institution that seeks to promote integration and cooperation between Central American countries. It was founded in 1991 and is located in Guatemala.
